Issue.
The findings of a Board of Regents (BoR) issued facilities condition assessment (FCA) show that the current estimated maintenance backlog for mission critical buildings, commonly referred to as "EBF eligible", is approximately $1,278,359,200.
This is largely due to only 1/3rd of the necessary funding level being allocated to maintenance on state universities, which has quietly caused deferred maintenance to become Kansas' second largest liability after KPERS.
As a result of this liability, higher ed enrollment in Kansas has seen a drop of almost 10% over the last 5 years. This must change.
Solution.
Regents Prioritization
This landmark Board of Regents prioritization could bring in funding at levels unseen in nearly 30 years.
Legislative Action
Through legislative action & support, the state could adopt a plan to address its 2nd largest liability & Kansas campuses could secure additional deferred maintenance funding.
Historic State Revenues
With a $2.89 billion surplus estimate for FY2022 & monthly revenues continually 15-25% above estimates, it's time for Kansas to fulfill its honey-do list!
